If your venue or event organiser has told you that you need event liability insurance, this post covers the process from start to certificate.
Step 1: Confirm what your venue or organiser requires
Before you approach an insurer or intermediary, read the liability clause in your venue hire agreement or event contract carefully.
The key details to note are:
- Limit of indemnity. The minimum cover amount, expressed as a per-occurrence or per-event limit. Common requirements are S$1 million or S$2 million. Some venues require higher limits for large-scale events.
- Additional insured wording. Many venues require the venue owner, building management company, or event organiser to be named on the policy as an additional insured. The exact entity name matters -- confirm this before you submit your proposal.
- Cover period. The cover must extend across the full event period, including setup and teardown. If your venue access begins a day before the event date, the policy must start from that date.
Having these details confirmed before you approach an intermediary prevents delays.
Step 2: Gather your event details
A standard event liability proposal form asks for the following information. Preparing it in advance will speed up the process.
- Company name and UEN (or personal name for individual organiser)
- Venue name and address
- Whether the venue is indoor, outdoor, or both
- Event dates, including setup and dismantling dates
- Expected attendance (total headcount across the event period)
- A description of activities taking place at the event
- Claims history: any liability claims in the past three years
You will also be asked to declare whether the event involves pyrotechnics, fireworks, inflatable play equipment, bouncy castles, or tentage contractors. These are underwriting considerations that affect whether standard terms apply. Answer accurately -- non-disclosure of a material fact can affect a claim.
Step 3: Submit through a registered intermediary
Event liability insurance in Singapore is arranged through a registered insurance intermediary. You will be asked to complete a proposal form, which captures the event details above and includes a declaration section for you to sign.
Read the declaration carefully before signing. It confirms that the information you have provided is accurate and complete. If your event involves activities that fall outside the standard scope -- for example, motorsports, water activities, or adventure elements -- you should disclose these at this stage so the intermediary can place the risk appropriately.

Step 4: Review the quotation
Once the proposal has been submitted, the intermediary will return a quotation setting out the premium, the limit of indemnity, the cover period, and any exclusions or conditions specific to your event.
Before accepting, check the quotation against the requirements from Step 1:
- Does the limit of indemnity meet the venue's minimum?
- Is the additional insured named correctly?
- Does the cover period include setup and teardown?
If anything does not match what your venue requires, raise it with your intermediary at this stage rather than after the policy has been issued.
Step 5: Bind cover and obtain the certificate
Once you confirm acceptance of the quotation, the intermediary will bind cover and issue a certificate of insurance. The certificate shows the policyholder name, the insured event, the cover period, the limit of indemnity, and the additional insured if applicable.
Send the certificate to your venue or organiser as proof of cover. Keep the full policy schedule as well -- the certificate is a summary, and the policy schedule sets out the full terms, conditions, and exclusions that apply.
What the cover responds to
Event liability insurance responds to third-party claims for bodily injury or property damage arising from the event. This includes incidents involving attendees, members of the public, or third-party property at the venue.
Defence costs -- the legal costs of responding to a claim -- are typically included within the limit of indemnity.
The cover does not respond to: your own equipment or property, event cancellation, injury to your employees or contractors (which falls under work injury compensation insurance), or activities that were not disclosed on the proposal form.

How long does it take?
It depends primarily on the nature of the event and the activities taking place.
For a standard MICE event -- conferences, seminars, product launches, gala dinners, or exhibitions held at a conventional indoor venue -- our appointed insurer operates on pre-determined terms for events of this type, which means the process moves more quickly once a completed proposal form has been received.
For events that fall outside standard MICE parameters, additional underwriting review is likely. This applies to events with outdoor or multi-venue components, live performances or large crowd gatherings, temporary structures or tentage, and any element involving movement, machinery, or heightened physical activity such as sports, games, or experiential activations. For these, the timeline will depend on how quickly full information can be provided and whether underwriters require clarification.
That said, turnaround times are not guaranteed and vary by insurer, by event complexity, and by how complete the submission is. It is always advisable to seek a quotation as early as possible, with all event details prepared and confirmed. Last-minute requests -- regardless of how straightforward the event appears -- carry the risk that cover cannot be arranged in time, particularly where a venue requires the certificate before granting site access.
If your event date is approaching, contact your intermediary with as much notice as you can and have the information from Step 2 ready at the outset.
